Andrew Brown is a corrupt health inspector sicced by the Balsam siblings, Dilly and Billy, on the Pie Hole, to help eliminate competition in the episode "Bitter Sweets" by citing the restaurant for fabricated violations. However, it also turns out that Brown blackmailed Billy and one night fought with him in the kitchen of Bittersweets. Billy chewed Brown's finger off and Brown threw Billy in a vat of taffy, leaving him for dead. After finding out that it was Brown who killed her brother, Dilly murdered Brown and dumped his body in a tar pit, where it sank without trace.
